Keep the required condition, the observed fact, and the source in the same picture.
From requirement to observation
Open a record and inspect the requirement being checked. Compare the required value with the observed value, its qualification outcome, source reference, and observation time.
For a researched field, inspect the fact itself and its provenance. A field being unavailable does not automatically disqualify the match; it depends on whether that fact is a requirement.
Read uncertainty accurately
- Unknown means the evidence does not establish the answer.
- Not published means the relevant value was not published in the inspected source.
- Unavailable means the source could not be read or reached.
- Conflicting means observations disagree and their context needs inspection.
- Not reached means the work did not arrive at an observation for that record or field.
Use the date
An observation describes what was known when it was checked. A refresh adds a newer observation; it should not erase the earlier one. Fixed deliveries preserve their own record.
