Inspect the actual fact, its source reference, and the time of observation. A useful interpretation should never hide the underlying observation.

Unresolved evidence stays visible. A blocked source, an absent value, and a negative finding should never be made to look the same.

If the current evidence cannot establish a requirement, the result remains unresolved. Lack of confirmation is not an invented conclusion.
Conflicts deserve daylight.
When observations disagree, retain the competing evidence and its context. Freshness and the nature of each source matter.
History is part of the evidence.
A fresh check records a new observation. Earlier deliveries keep what was known then, so changes can be inspected rather than erased.
A few useful answers.
Are qualification and enrichment the same?
No. Qualification determines whether a match belongs in the requested set. Enrichment adds useful facts about it. An optional fact can be unavailable without disproving a requirement.
Does an unavailable website disqualify a result?
A source failure is not evidence that a requirement is false. Its status remains explicit so the result can be investigated or checked again.
Does the evidence travel with a delivery?
Deliveries retain provenance and lineage. Export formats present that information differently; structured formats can carry the richer record for downstream use.
